I guess you could do it that way, but the goal in my example is to have the secret.tf file create the initial secret in SM so it can be stored and referenced there. This is no different than manually putting in the secret values using the SDK to initially create it.
Then you delete the secret.tf file and just use the existing secret that stays in SM.
